Reflections from the TPI Annual Conference 2026: The Residential Property Sector Approaching Transformation

The event brought together property professionals, housing leaders, regulators, consultants and industry stakeholders from across the UK to discuss the challenges, opportunities and future direction of residential property management.

A key theme throughout the conference was the growing importance of professional competence, accountability and higher industry standards, particularly as the Government moves towards introducing new regulatory requirements for sales, lettings and leasehold managing agents.

An Industry Approaching Significant Change

The conference explored a wide range of issues affecting the sector, including housing market pressures, building safety, governance, assurance, leadership, artificial intelligence and the future of commonhold.

Speakers including Andrew Bulmer, Charlie Pugsley, Shaun Lundy, Cassandra Zanelli, Justin Bates, Dan Hughes and Tripty Arya shared valuable insights into the evolving regulatory and operational landscape.

It was clear throughout the day that residential property management is entering a period of significant transformation. Although the full details of future regulatory changes are still to emerge, there is a clear focus on improving professionalism, strengthening accountability and raising standards across the sector.

This direction reflects the Government's commitment, announced by Angela Rayner at the Labour Party Conference on 29 September 2026, to legislate for an independent regulator covering sales, lettings and leasehold managing agents.

The proposed reforms include introducing licensing and qualification requirements for agents, alongside measures to cap permission and administration fees. The Government has also highlighted concerns about unqualified and unregulated agents undermining responsible businesses.

Together, these proposals represent a potentially significant shift for the leasehold management and private rented sectors, placing greater emphasis on professional standards, competence and accountability.

Professional Competence at the Heart of Change

One of the central themes of the TPI conference was professional competence.

The sector has long debated what constitutes best practice. Increasingly, the focus is shifting towards ensuring that competence is not simply expected, but can also be demonstrated and measured.

Discussions around governance, assurance, leadership and professional standards highlighted the need for knowledgeable, capable and accountable professionals who can meet the expectations of residents, clients and regulators.

Industry leaders, professional bodies and responsible employers have long advocated for higher and more consistent standards. As the proposed regulatory framework develops, recognised qualifications, continuing professional development (CPD) and ongoing learning are likely to play an increasingly important role in demonstrating competence and supporting career progression.

Professional bodies such as The Property Institute, led by Andrew Bulmer, will continue to have an important role in promoting professionalism, supporting industry standards and encouraging continuous learning.

For employers, these developments bring both opportunities and responsibilities. Preparing for regulatory change means considering not only current requirements, but also how to develop the skills and capabilities needed for the future.
